Storm Owl is an owl-based Reploid and one of the eight selectable bosses in Mega Man X4. A proud officer of the Repliforce, he served as the commander of the organisation's air fleets. He viewed his staff like family and deeply resented the humans and Maverick Hunters for labelling Repliforce as Mavericks. He gladly followed the General in his mission to build an independent nation and led the charge against the Maverick Hunters to divert them as the General oversaw the construction of the Final Weapon.

- Flight
- Talon Grab - Storm Owl will divebomb his foe and grasp them in his talons, then slam them into the ground.
- Double Cyclone - Spherical projectiles of compressed gale-force winds. X can copy this weapon.
- Tornado Crush - Four close wind funnels that inflict heavy damage. Storm Owl will generate these cyclones where his foe is standing.
- Air Shield - Storm Owl can reduce the impact of enemy weapons with this barrier. Zero gains a Z-Saber upgrade based on this ability called the Tenkuuha, which allows his blade to cut through certain projectiles.
- Feather Darts - Storm Owl fires streams of darts in a diagonal pattern. These projectiles can be destroyed with the X-Buster or Z-Saber.

- Aiming Laser - X can target Storm Owl's structural weak points with pinpoint accuracy and tear through them with this focused laser beam.
- Rakuhouha - This destructive energy blast lacks in accuracy but can deliver massive damage.
